Downtown Night Shooting

My friend and I are going to be shooting in uncontrolled low-light settings later tonight in an urban downtown with plenty of streetlights/neon signs. We are using a panasonic AG-HMC40 and Canon Vixia HF S200 and it will be a chase scene. I was wondering what the best settings would be in order to get the clearest pictures.

We will be trying to be playing off the light and shadows a bit, so the image should be dark. What I am trying to avoid though is a mess of blurry/dark smudges moving around until the shot is over.

So in terms of contrast/aperture, gamma, and all those other settings I don't truly understand will most likely give us our best image?

Note: please don't suggest buying new filters/lighting kits. As much as we would love to own those things or have the money to get them, we just don't have the time or the money. Just focusing on in camera settings, thanks!
